More than 12 guests: one yacht or two?

Usually two, because almost every charter yacht is licensed for a maximum of 12 guests whatever its size. Yachts licensed for more exist but they are few and expensive.

The rules change above 12, which is why the limit is near-universal.

Two yachts cruising together, called a tandem charter, is how most groups of 13 to 24 do it. You share anchorages and evenings and split up during the day.
